We petition the European Parliament to encourage the European Commission to mandate a meaningful lower limit (2mb or greater) for broadband access in the revisions to its Universal Service Directive, and to ensure that Internet Service Providers (ISPs) throughout the EU only publish realistic figures in their advertising material relating to download speeds. These figures should properly reflect the download and upload speeds achievable in most user settings.

Background information

The EU has stated that it is committed to supporting universal access to broadband. This commitment must be better defined by the EU so that a baseline minimum service can be established. Furthermore ISPs must be transparent about the level of service which it is realistic to expect from them in most conditions, rather than quoting upload and download statistics from ideal or laboratory conditions in their sales literature.
